Mother and Grandmother Face Charges After Death of 13-Year-Old with Special Needs Allegedly Confined to Cage

This tragic case unveils a horrifying tale of alleged child abuse and neglect, culminating in the death of a 13-year-old girl with a cognitive impairment, akin to that of a 3-year-old. The incident unfolded in Tempe, Arizona, where the young victim resided with her mother, Jami Hodges, 33, and grandmother, Virginia Lujan, 55. Authorities were alerted to the dire situation when Lujan reported her granddaughter was unresponsive and not breathing. Responding officers promptly transported the child to the hospital, where, despite extensive life-saving efforts, she tragically succumbed to her injuries. The subsequent investigation revealed a disturbing scene within the family home.

Upon closer inspection of the residence, investigators uncovered a makeshift cage constructed from a modified bunk bed. The lower bunk had been removed and replaced with bars, effectively creating a confining structure. This cage, according to police reports, was where the 13-year-old was allegedly kept, a space described as reeking of feces. Both Hodges and Lujan reportedly confessed to confining the child in this manner, citing the need to “control her” due to her disability. The discovery of this makeshift prison has sent shockwaves through the community and raised numerous questions about the extent of the neglect and abuse the child endured. The details of the cage, its condition, and the duration of the child’s confinement paint a grim picture of alleged prolonged suffering.

The young victim’s physical condition further underscores the severity of the alleged neglect. Upon arrival at the hospital, she was reportedly covered in bruises and sores, varying in stages of healing, suggesting a pattern of ongoing physical harm. While Lujan claimed the child had fallen down the stairs days prior, she admitted to not seeking medical attention, believing the injury was insignificant. Hodges, the child’s mother, claimed ignorance of the fall altogether. This discrepancy in their accounts further raises suspicions and highlights the apparent lack of concern for the child’s well-being. The combination of the confinement, the unexplained injuries, and the delayed medical attention paints a disturbing picture of alleged severe neglect and potential abuse.

The investigation also brought to light the presence of four other children residing in the home, ranging in age from 2 to 15. These children, none of whom were reportedly attending school, were immediately removed from the home by the Department of Child Safety. Their removal underscores the broader concerns about the environment within the home and the potential risk they faced. The authorities are now tasked with ensuring their safety and well-being, while also investigating their potential exposure to neglect or abuse. The discovery of these additional children adds another layer of complexity to the already tragic situation.

Tempe Police Chief Ken McCoy, in a press conference, expressed the department’s commitment to a thorough investigation and ensuring accountability for those responsible. He emphasized the shared responsibility of protecting vulnerable members of the community, highlighting the tragic nature of this case as a stark reminder. McCoy’s statement underscores the gravity of the situation and the determination of the authorities to uncover the full extent of the alleged abuse and neglect. He also acknowledged the emotional toll such investigations take on everyone involved, emphasizing the need for a meticulous and sensitive approach.

While Hodges has been released pending charges, Lujan remains in custody. The investigation is ongoing, and authorities have indicated that additional charges may be filed as more evidence comes to light. This ongoing investigation seeks to piece together the full timeline of events leading up to the child’s death, including the frequency and severity of the alleged abuse and neglect. The potential for additional charges underscores the seriousness of the allegations and the commitment of law enforcement to pursue justice for the young victim. The focus now shifts to uncovering the complete truth and holding those responsible accountable for this heartbreaking loss.
